The Impact of Power Retail? - The Victoria Study

By Jim Simmons and Shizue Kamikihara

This report concludes a two part series on power retailing in Victoria, British Columbia.  The first asked the question 'Who Shops Power Retail'.  This report turns its attention to the changing commercial structure in Victoria and examines the impact of power retail on existing retail supply.  The case study presented provides insights into the significant structural transformation that can be brought about  by the introduction of new retail supply, specifically, the development and growth of power centres in the suburbs of Victoria.  While it may be difficult to extrapolate the specific findings to retail activity beyond the shores of Vancouver Island, the use of transport (origin-destination) survey data within this study provides a methodological framework to examine retail impacts elsewhere.
